Die World Digital Library geht auf die Initiative von James Hadley Billington zurück, dem Direktor der US Library of Congress. Billington schlug das Projekt im Juni 2005 der US-Nationalkomission der UNESCO vor. Derzeit listet die WDL knapp 40 Partner, neben der UNESCO und der Library of Congress unter anderem die Nationalbibliotheken von Ägypten, Brasilien, China, Frankreich, Iraq, Israel, Russland Serbien, Schweden und Uganda. Die Bibliotheca Alexandrina ist mit dabei, ebenso die International Federation of Library Associations and Institutions (IFLA).

UNESCO, Library of Congress and partners launch World Digital Library
UNESCO and 32 partner institutions will launch the World Digital Library, a Web site that features unique cultural materials from libraries and archives from around the world, at UNESCO Headquarters on 21 April. The site will include manuscripts, maps, rare books, films, sound recordings, and prints and photographs. It will provide unrestricted public access, free of charge, to this material.

Von den Lesestuben der mittelalterlichen Klöster über die prunkvollen Hofbibliotheken des europäischen Barocks bis zu den großen Spezial- und Nationalbibliotheken unserer Tage waren und sind Bibliotheken der Ort, an dem das kulturelle Erbe der Menschheit bewahrt wird. Der Fotograf Guillaume de Laubier hat in einem mehrjährigen Projekt über zwanzig der schönsten Bibliotheken der Welt bereist. im Spiel mit Licht und Perspektive lässt er die überwältigende Wirkung bedeutender Bibliothekssäle mit ihren Galerien und Regalfluchten, herrlichen Deckenfresken und allegorischen Figuren vor unseren Augen erstehen. Viele ganzseitige Abbildungen und ausklappbare Panoramatafeln vermitteln ein geradezu räumliches Gefühl der historischen Bauten und ihrer kostbaren Bestände. Der Journalist und Kunstkenner Jacques Bosser scheute keine Mühe, die vielfältigen Entstehungsgeschichten der Bibliotheken zusammenzutragen. Er erzählt von ihren architektonischen Besonderheiten und wie sie berühmten Persönlichkeiten dienstbar waren. So erfahren wir unter anderem, dass Goethe als Minister in Weimar Mahngebühren für säumige Ausleiher eingeführt hat und dass wertvolle Buchbestände der österreichischen Benediktinerabtei Admont während des Zweiten Weltkrieges in alle Winde zerstreut wurden.
